It is a condition of licence holders in the gambling industry to have a Responsible Gambling Code of Conduct (Code of Conduct). The Victorian Commission for Gambling and Liquor Regulation (VCGLR) approves Codes of Conduct to increase awareness about gambling products and the importance of gambling responsibly.
The following persons are required to have a code of conduct that has been approved by the VCGLR:
- a venue operator
- a wagering operator
- a public lottery licensee
- a commercial raffle organiser
- a bingo centre operator
- a casino operator
- the holder of an interactive gaming licence and
- the holder of the Keno licence
- the holder of the wagering and betting licence
- a registered bookmaker.
The Responsible Gambling Code of Conduct has a number of requirements. In particular, licence holders must comply with the Ministerial direction (PDF, 35KB), requirements in the Gambling Regulation Act 2003 and the criteria and benchmarks as provided by the VCGLR.
There are a number of resources available to assist you and to ensure you comply with legislation. This includes the industry review guidelines that provide information about what to consider in the review of your Code of Conduct.
To have a Code of Conduct, you will need to complete a Statement of Adoption Form. Please go to Statement of adoption for gaming industry for more information.
