Information to vary or transfer your existing liquor licence or permit.

If you need to make a change to your existing liquor licence, select the relevant option below. 

Applicants are advised to lodge liquor licence applications at least eight weeks in advance. The time taken to process an application will vary depending on a range of factors including the complexity of the application and any objections which may be raised.

Important note for applicants seeking to vary or transfer a licence:

  • When applying to vary or transfer your licence, the proposed changes cannot come into effect until an application is approved by the VGCCC.
  • Applicants receive an official grant letter and updated liquor licence, including conditions, from the VGCCC.
  • Applicants must read all correspondence carefully.
  • Significant penalties apply for trading while unlicensed or not in accordance with the licence conditions.

 

Transfer a licence

Use this procedure to transfer an existing liquor licence or BYO permit.

To transfer an existing licence or permit to a proposed licensee or permittee, complete the Transfer an existing liquor licence or permit online form. The online form simplifies and provides greater visibility of the overall process to all applicants and aims to reduce determination times. 

Once you have registered an account, details of how to lodge your application are provided in the online portal. There is an application fee to transfer a liquor licence.

Vary a licence

Select an option below that best fits the variation you require to your existing liquor licence:

Vary licence detail

To make a change or to vary your existing liquor licence or permit, download the Variation to an existing licence or permit application kit. The kit contains all forms and related materials required to apply to change the hours of operation, area or size of the premises and general conditions of the licence or permit. There is an application fee to vary liquor licence details.

The procedure requires you to submit:

  • a completed and signed application form with the fee
  • planning permit or permission
  • four copies of red-line plan if changing the size or perimeter of the licensed area
  • kerbside trading permit if adding the kerbside to the red-line area.

Change category of licence

To apply to change the category of liquor licence you hold, download the Variation to the category of licence application kit. There is an application fee to change your licence category.

The procedure requires you to submit:

  • completed and signed application form with the fee
  • four copies of the red-line plan
  • planning permit or permission.

Change a full club licence to restricted club

If you want to change the category of your liquor licence from a full club licence to a restricted club licence, download the Variation to category of licence from full club to restricted club licence application kit. There is no fee for this application.

The procedure requires you to submit:

  • completed and signed application form
  • four copies of the red-line plan
  • planning permit or permission.

Change live music venue conditions

If you're a licensee of a live music venue and you wish to vary your liquor licence conditions in relation to crowd controllers, CCTV cameras and RSA trained staff download the Prescribed variation to licence conditions for a live music venue application kit. There is no fee for this application.

The procedure requires you to submit:

  • completed and signed application form
  • planning permit or permission (if applicable)
  • proposed management plan (not applicable in all cases).

Vary function room patron numbers

If you're applying to vary your liquor licence to specify patron numbers for a function room(s) or accommodation area for the purposes of excluding these patrons from the venue capacity multiplier, download the Vary a licence to identify patron numbers for a function room or accommodate area application kit. There is no fee for this application.

The procedure requires you to submit:

  • completed and signed application form
  • planning permit or permission
  • four copies of the red-line plan
  • calculation by a registered building surveyor of the patron numbers.
Add or register another party

See below for information about the application procedures to add a person or register an interested or relevant party to a liquor licence.

Endorse a name on a licence

If you're an executor, trustee, administrator, owner or mortgagee in possession of a licensed premises and wish to apply to have your name endorsed on the licence or permit, download the Endorsement of a name on a licence application kit. There is no fee for this application.

The procedure will require you to submit:

  • the completed application form
  • completed questionnaire
  • evidence of licensee training completed
  • evidence of eligibility or proof of ownership.

Add a director or nominee

To apply to add a new director or nominee to an existing liquor licence or permit, complete the application on the applications portal. There is an application fee.

The procedure requires you to submit:

  • the completed and signed application form with the fee
  • completed questionnaire
  • evidence of licensee training completed.

Register owner or mortgagee

To register or update the details of an owner or mortgagee on an existing liquor licence, download the Register owner or mortgagee application kit. There is no fee for this application.

The procedure requires you to submit:

  • the completed and signed application form.
Apply for approval

Select an option below that best fits the approval or exemption you require for your existing licence.

Amalgamate club licences

If two or more clubs are sharing facilities and paying separate licences, they may decide to amalgamate licences for greater administrative efficiency and to save costs. Download the Amalgamated club licence application kit. There is an application fee to amalgamate club licences.

The procedure requires you to submit:

  • completed and signed application form with the fee
  • planning permit or permission
  • completed questionnaires for each person named on the application
  • club rules
  • Certificate of Incorporation
  • a plan of the premises
  • evidence of required training completed.

Sublet premises or right to supply liquor

To apply to allow another person to carry on a business of supplying liquor on a licensed premises or to sublet a licensed premises to another business, download the Sub-let premises or right to supply liquor application kit. There is no fee for this application.

This procedure requires you to submit:

  • completed and signed application form
  • completed questionnaire(s)
  • evidence of required training completed
  • copy of the lease, sub-lease or other written management agreement
  • terms and conditions consent form.

Temporary approval for underage patrons

This procedure is to be used when you want the VGCCC to approve the presence on any part of the licensed premises of persons under the age of 18 years at an underage or youth event, other than in the company of a parent, spouse or legal guardian or responsible adult. There are strict conditions set out in the two available application forms that you need to be aware of. Please check each forms checklist to find out which application is right for your event. There is an application fee for a temporary approval for underage patrons.

This procedure requires you to submit:

  • the fully completed application form with the fee.

Permanent approval for underage patrons

To apply for a permanent authority to permit persons under the age of 18 years to be on the licensed premises other than in the company of a responsible adult, download the Permanent approval for underage patrons application kit. There is no fee for this application.

Permanent underage authority for clubs

Use this procedure if you are a licensed club and you want to apply for approval to allow the attendance of underage persons on the licensed club premises.

The procedure requires you to submit:

Fee waiver or reduction

Exemption from mandatory free water

To apply for an exemption from the requirement to provide free drinking water at licensed premises, please visit the free water for patrons page.

Exemption from Responsible Service of Alcohol (RSA) training

Licensees who hold a general, on-premises, late night or packaged liquor licence may use this form to apply for an exemption from one or more of the training requirements relating to RSA.

The procedure requires you to submit:

Remove a partner or surrender licence

To remove a partner or director from your licence, or you wish to surrender your licence, select the relevant option below.

Relocate a licence

To relocate your existing liquor licence to a new premises, download the Relocate an existing licence to new address application kit. There is an application fee to relocate a liquor licence.

The procedure will require you to submit:

  • completed and signed application form with the fee
  • four copies of the red-line plan
  • planning permit or permission.
Declaring associates

An associate of a liquor licence applicant/licensee is a person who holds a financial interest, or can exercise any power in the selling of liquor by any business operated by the applicant/licensee. An associate can also be a relative who is involved in the operations and management of any business selling liquor operated by the applicant. A full description is defined in the Liquor Control Reform Act 1998.

Licensees/permittees must notify the Commission within 14 days if their associates have changed. For bodies corporate, this also includes associates of directors. This is an ongoing obligation for all current licensees/permittees and failure to do so may result in enforcement action by the VGCCC.

Licensees must notify the Commission through completing the Declaration of associates form.

Cancel a licence or permit by an owner or mortgagee

If you are an owner or mortgagee in lawful possession of a licensed premises, you may apply to cancel a licence or permit if:

  • the licensee or permittee has been legally evicted from the licensed premises
  • the licensee or permittee has abandoned the licensed premises
  • the licensee’s or permittee’s lease, sublease, tenancy or right to occupy has been lawfully terminated.
