Licence application kits - Major event or temporary limited licence

These application kits contain all the information and forms you need to complete and submit your application for a major event or temporary limited licence.

There are two temporary licence categories available for persons, businesses, clubs or other organisations holding:

  • one-off events, such as a ball or presentation night
  • a one-off event requiring an extension of trading hours
  • large-scale or major events.

Event organisers should allow a minimum of eight weeks for the VGCCC to review and process temporary limited licence applications and a minimum of three months for major event licence applications. Timeframes specific to the event can be discussed with the Licensing Officer managing the application process.

Application fees for a Temporary or Major Event licence are to cover our administrative costs to assess an application.

Should the event that you are applying for be cancelled in response to COVID-19, a refund of this fee may not be possible. In these circumstances, if your application has been assessed and a licence granted, the application fee will not be refunded.

If you wish to just change the date of your event, this may be possible and it will be of no cost to you. If this is the case please contact us on 1300 182 457 to discuss.

Temporary limited licence

A temporary limited licence authorises the licensee to supply liquor at the times and subject to the conditions specified in the licence.

For example, a temporary limited licence may be granted:

  • for the supply of liquor at one-off events or a series of one off events
  • to increase trading hours or the size of the licensed premises of an existing licensee for a particular one-off event.

If you have a credit card, you may apply for a temporary limited licence online. Applications can be made from mobile devices, such as smartphones and tablets, as well as traditional computers, 24 hours a day, seven days a week. All information transmitted online is encrypted and secure.

Major event licence

A major event licence applies to events that are likely to have a significant impact, such as those:

  • where you expect a large crowd to attend (over 5000 patrons)
  • requiring significant regulatory enforcement effort or oversight
  • having a significant impact on the provision and organisation of public transport or emergency services
  • having a significant impact on public safety and/or the amenity of the area in which the event is to be held.

To apply, download and complete the Major event licence application form (PDF, 1.8MB). You should complete this application if you intend to supply liquor at the venue or site of a major event, or in conjunction with a major event. Details on how to lodge your completed application are included in the form.
