Who would normally apply?

Trading hours

Ordinary trading hours for a packaged liquor licence are:

  • 9am to 11pm Monday to Saturday
  • 10am to 11pm Sunday
  • 12pm to 11pm ANZAC Day
  • no trading on Good Friday and Christmas Day.

Applications related to a large packaged liquor licence outlet (floorspace of greater than 750sqm)

Under the Liquor Control Reform Act 1998 all applicants seeking a licence for a large packaged liquor licence outlet are required to undertake a community impact assessment.

A large packaged liquor licence outlet is one where, if the licence were to be granted, it would result in a packaged liquor outlet with a floorspace of 750sqm. The floorspace being the area of the premises that is accessible to the customer including fridges and registers but excluding offices and storage areas. 

The community impact assessment must contain information regarding:

  • consultation undertaken by the applicant with the local community (generally, the municipal district in which the proposed premises is situated) regarding the proposed application
  • the positive and negative social and economic impacts of the proposed application
  • any other matters specified

The community impact assessment must be submitted with the application for a packaged liquor licence and is required for applications:

  • for the grant of a new packaged liquor licence, where the proposed premises is a large packaged liquor outlet
  • to vary an existing packaged liquor licence, which would result in an increase of the size of the packed liquor outlet to a large packaged liquor outlet.

The requirement for a community impact assessment commenced on 25 August 2022. The Victorian Liquor Commission is committed to continuous improvement. We seek feedback on our work, including implementation of government reforms and will actively seek feedback on the content and process for community impact assessment over the coming period.

Apply for a late night (packaged liquor) licence

A late night (packaged liquor) licence authorises the retail supply of alcohol in packaged containers for off-premises consumption after 1am.

Who would normally apply?

Businesses wishing to trade on a packaged liquor licence past 1am.

Please note that there is currently a freeze on late night licence applications in the Local Government areas of Melbourne, Port Phillip, Stonnington and Yarra. For more information, see Late night freeze.
