Key information for new liquor licensees

Welcome!

We're  here to help you understand the rules and regulations related to the sale and supply of liquor.

It is important that you, your management, staff and volunteers all understand the rules and regulations.

Below are some steps you can take to help stay compliant with your licence conditions. 

Getting started

Register a VGCCC Liquor Portal account to download a copy of your liquor licence to clearly display in your venue. You can also download a copy of your red line plan.

The red line plan shows where you can sell and supply alcohol. You need to be able to produce your red line plan when requested by a compliance inspector or Victoria Police.

There are compulsory signs to display depending on your licence type. To check which signs you need and the printing requirements, visit Print my liquor signage.
 

Understanding your obligations

Make sure you read and understand what your licence says about trading hours, patron numbers, amenity and any other special requirements.

Information about minors in your venue

A minor is a person under 18 years of age. It’s illegal for minors to drink alcohol on licensed premises, and it’s also illegal to supply alcohol to someone if you suspect they’ll be giving that alcohol to a minor.

Help your staff and managers understand their obligations by using the Minors checklist as a training tool. Further check your knowledge about underage people on your premises by taking our minor’s quiz and visiting Under 18 patrons on licensed premises.   

Responsible Service of Alcohol (RSA) training

It is compulsory for staff to undertake an approved RSA course if you hold any of the following licence types:

  • General
  • On‑Premises
  • Packaged Liquor
  • Late Night

Even if you don’t hold one of these licence types, it’s best practice to ensure all staff are trained in RSA.

Once the initial RSA course is complete, a free online Refresher course must be completed every three years.

Remember to keep copies of the certificates of the most recently completed RSA course to show inspectors or Victoria Police if they request it.

Recognise the signs of intoxication

It is an offence to serve alcohol to a person who is displaying signs of intoxication. But how do you know if someone is intoxicated? Could it be a condition and not intoxication? Read our intoxication guidelines to make sure you can answer all these questions.

We’ve also developed an intoxication checklist to help ensure safe and responsible liquor consumption, and short intoxication video to help deal with intoxicated patrons.

What to expect during a compliance inspection

 An inspector can show up at your venue at any time without notice. Ensure you and your staff are ready by visiting Be inspection ready and watch the useful videos.

Monitor any events and functions held at your venue

If you currently – or are planning to – host functions on your premises, refer to our Safe function guidelines. This resource will guide you through what to consider when holding functions such as weddings, birthdays, award nights or conferences.
