We monitor, investigate, audit and enforce the casino operator’s compliance with:

  • Casino Control Act 1991
  • Casino (Management Agreement) Act 1993
  • Gambling Regulation (Pre-commitment and Loyalty Scheme) Regulations 2014
  • Gambling Regulations 2015
  • Gambling Regulation (Premium Customer) Regulations 2011
  • Casino Control (Fees) Regulations 2015
  • Casino and Liquor Legislation Amendment Bill 2022
  • Casino Legislation Amendment (Royal Commission Implementation and Other Matters) Act 2022

We closely work with other agencies such as Austrac, the Australian Federal Police and Victoria Police on potential criminal matters, such as money laundering and organised crime.

Casino licence

The casino licence was granted to Crown Melbourne Ltd on 19 November 1993. There have been 4 variations of the licence to date.

The licence includes:

  • terms and conditions on which the licence was granted
  • initial Melbourne casino boundaries
  • the maximum and minimum numbers of gaming tables and electronic gaming machines allowed in Melbourne casino
  • the requirement that Crown Melbourne Limited must comply with the Casino Management Agreement (see the Casino (Management Agreement) Act 1993) and the Casino Agreement.

Casino agreement

The Casino agreement was first entered into on 21 September 1993. It has since been varied 12 times, most recently on 26 September 2019.

The Casino agreement details matters such as:

  • obligations relating to the development and completion of the Melbourne casino
  • conditions relating to the company structure of the casino operator
  • disclosure requirements for the casino operator
  • exclusivity undertakings
  • approval of games and operating practices.

Casino boundaries

Casino boundaries at the Melbourne casino were originally defined under the casino licence.  However, the casino boundaries may be amended from time to time, subject to approval by the Commission.
Whenever boundaries are amended, we are required to publish the new boundaries on our website.  Plans of the currently approved casino boundaries can be found below.
