In joint operations with Victoria Police, the Victorian Commission for Gambling and Liquor Regulation (VCGLR) will be attending the Caulfield Cup targeting patron intoxication and minors gambling or consuming alcohol.
The operation is one of many compliance activities planned for the Spring Racing Carnival. Inspectors will also be visiting other major racing events with a clear focus on Responsible Service of Alcohol requirements, responsible gambling and underage patrons on licensed premises.
In 2015 the VCGLR noticed a spike in young people aged under 18 being caught engaging and participating in gambling activities. A person under 18 years of age is not permitted on the licensed premises unless there is a condition listed on the licence approved by the VCGLR, or the young person is with a responsible adult.
Serge Sardo, CEO of the Victorian Responsible Gambling Foundation, stated
"Gambling is hard to escape, it is frequently advertised and readily accessible - this is compounded during spring racing season. Underage people are more prone to having problems with gambling (compared with adults) with around two thirds of adolescents engaging in some form of gambling, at least once, in any given year.
Many underage people will find themselves caught up in the hoopla, the fashions and the horses and the racing. Exposure to gambling is best mediated through the adults responsible for their care. Keeping children not just from placing bets but away from betting areas is the responsible thing to do".
The VCGLR has worked with key racing clubs and their venue security ahead of the carnival to ensure measures are being put in place so racegoers can have a safe and enjoyable racing season. Such measures include checking patron identification at electronic betting terminals or providing a secluded area for liquor supply with wrist band identification and ID check at point of sale.
VCGLR inspectors will also be visiting racing themed events and after parties popular with non-trackside patrons throughout the season. Licensees are reminded that with larger crowd numbers extra measures should be in place to ensure public safety not only at the event but in the surrounding areas.
Penalties can apply not only to licensees and venue operators but to the individual. Be responsible in your festivities so everyone can enjoy it.
