It is important for licensees/permittees to understand their obligations when it comes to people under 18 and recreational minor gaming activities such as raffles.
Raffles, lucky envelopes, bingo and fundraising events are all examples of minor gaming activities where in most cases organisers require a valid permit or licence.
Rules for bingo and lucky envelopes
Under Victorian law, a person must be aged 18 years of age to participate in certain minor gaming activities including bingo and lucky envelopes. Penalties may apply to the licencee/permitee if a minor is found to engage in these gaming activities within their venue.
Rules for raffles
Minors are not prohibited from purchasing or selling raffle tickets under Victorian legislation.
