Licensee Compliance Certificate course

An application for a liquor licence will not be granted until new entrant training has been completed for all liquor licence categories except for a BYO permit or pre-retail licence.

The course includes information on:

  • objectives of Victoria's liquor legislation
  • reading and interpreting the liquor licence conditions for a particular premises
  • legal framework relating to the operation of liquor licences
  • role of the licensee in providing information to staff about Victoria's licensing requirements
  • strategies to support staff at the licensed premises in their interpretation of the liquor licence should the licensee be off-site
  • role of police and compliance inspectors in enforcing laws
  • consequences of failure to comply with liquor laws
  • monitoring and updating of house policies and procedures supporting the implementation of liquor laws.

Applicants who need to complete new entrant training are:

  • individuals - all natural person applicants
  • partnerships - all partners
  • company (body corporate) - at least one director
  • club - at least one committee member
  • association - at least one committee member.

In addition:

  • all applicants for appointment as a nominee must complete new entrant training
  • all applicants seeking approval to sublet any part of the licensed premises, or to carry on the business of supplying liquor on the licensed premises, must complete new entrant training.

If applicants have already undertaken an approved new entrant training course, a copy of the training certificate will be considered as evidence of completion.

Note: The Licensee Compliance Certificate course is an alternative to the Licensees' First Step course and Victorian Licensee's Training Course.
