Use of Ticket-In Ticket-Out - Redemption of TITO Tickets

We became aware that gaming venues may not be using the certified TITO systems to immediately validate/redeem TITO tickets when these tickets are presented by patrons.

We would like to remind venue operators that:

  1. all TITO tickets must only be redeemed using the certified TITO host software
  2. TITO tickets must (where possible) be redeemed immediately upon presentation to the cashier station of the venue, and
  3. Any other reconciliation software should not be used to facilitate the redemption of TITO tickets.

The TITO software and systems of all TITO providers are subject to rigorous testing against the VGCCC’s approved Ticket-In Ticket-Out and Card Based Cashless Gaming in Gaming Venues Technical Standards (Cashless Standards) and were certified by an accredited Authorised Testing Facility (ATF).

Section 5.4 of the Cashless Standards states that a venue operator must not install and operate a ‘cashless gaming system’ unless:

The system provider has shown evidence that the cashless gaming system has been independently tested and compliance of the cashless gaming system with legislation, regulations and standards, has been certified by an ATF.

Use of any other system, other than that provided by the TITO provider, is not appropriate as these systems are not subject to any testing and did not receive certification to facilitate in the operation of the TITO system.

Any venue operators that redeems TITO tickets through the third-party software could potentially be operating TITO in non-compliant manner and risk potential disciplinary action.
