VGCCC Chair, Fran Thorn keynote address to the Hume Gambling Harm Symposium

In her remarks, VGCCC Chair, Fran Thorn spoke to the Commission’s new objective to minimise harm from gambling and listed concrete steps the Commission has taken in its first 15 months of operation. 

These include: 

  • releasing a Statement of Intent to industry outlining the expectation of them to go above the bare minimum of their gaming licences and legal obligations 
  • imposing harm minimisation conditions on new applications for electronic gaming machine (EGM) licences 
  • implementing a Harm Minimisation Assessment Tool when approving any EGMs or EGM games to ensure the impacts of gambling harm are adequately considered 
  • refusing or applying harm minimisation conditions on applications that don’t meet our standards 
  • issuing the largest fine to Crown for failing to abide by its own Responsible Gambling policy 
  • shutting down gaming rooms and successfully prosecuting non-compliant licensees for failing to have YourPlay available in their venues 
  • releasing Our Position on Gambling Harm that unequivocally sets out the Commissioners stance on minimising and preventing harm from gambling.
