Our organisation is led by a Chief Executive Officer, who is responsible for the general conduct and the effective and efficient management of our functions and activities.

Prior to joining the VGCCC, Ms Kimmitt was CEO and Managing Partner of Australia’s largest law firm, MinterEllison. Ms Kimmitt was also the Global Growth Markets Leader at multinational professional services firm EY (Ernst & Young) and has previously held several other high-profile leadership roles with EY, including Asia-Pacific Accounts Managing Partner, Melbourne Managing Partner and Managing Partner Assurance.

She was made a Member of the Order of Australia (AM) in the 2020 Queen’s Birthday Honours for her significant service to business and gender equality and inclusion.

Our structure

Joined by divisional directors, our executive management team monitors and reports on the delivery of our commitments, and aligns resources with organisational priorities. It reports to the Commission on our performance and progress.

Regulatory Operations

Casino

  • Ensures the integrity, safety and fairness of the gambling systems operated by the casino

  • Assesses casino associates and special employee applications

  • Monitors the probity and conduct of casino employees and associates

  • Carries out inspections, audits and investigations of casino operations

  • Performs licence and obligations monitoring activities

  • Takes appropriate enforcement and licensing actions where breaches are detected

Gambling

  • Undertakes licensing, approval, authorisation and registration activities for a wide range of gambling service providers, including bookmakers, venue operators and their employees, community and charitable gaming, bingo and commercial raffles, etc 
  • Monitors the performance and obligations of all major licensees, including wagering and betting license holder(s), lottery license holder(s), keno licence holder(s) and the monitoring system licence holder
  • Carries out inspections, audits and investigations of venue operators and other gaming service providers and activities 
  • Assesses gaming machine area proposals
  • Takes appropriate enforcement and licensing actions where breaches are detected

Regulatory Services

  • Assesses and determines applications for technical gambling products and systems to ensure their integrity, safety and fairness
  • Assesses the accuracy and completeness of data, general operations and revenue/tax from all forms of gambling, and the integrity of associated gambling systems
  • Conducts targeted education campaigns to inform the industry – and the broader community – of the industry’s regulatory obligations and obligations arising from their social licence to operate
  • Manages intelligence within the organisation to inform our regulatory response
  • Manages complaints received about the industry to ensure we provide stakeholders with informed responses and take appropriate action

Legal, Policy and Harm Minimisation

  • Provides legal advice and acts as Counsel assisting the Commission in inquiries
  • Prosecutes offences under gambling legislation
  • Advises on and operationalises any legislative and regulatory reforms
  • Manages secretariat functions to support Commission meetings and hearings
  • Manages risk and compliance

Finance and Business Services

Provides finance and support services across the VGCCC, this includes:

  • Adherence to statutory financial requirements, the provision of all accounting and finance functions, strategic financial forward planning and reporting.
  • Leading on all building and facilities managements, office administration, fleet requirements, and managing risks associated with the work environment;
  • The provision of advice around the application of procurement policy, governance, and compliance.
  • Leading corporate and performance reporting activities.

People and Culture

Leads the development of a workplace culture that focus an environment where our people can excel, grow and achieve outcomes.

Leads the investment in our workforce capability and culture so everyone feels safe and empowered.

Supports the organisation through the delivery of strategic and operational programs and initiatives across the areas of:

  • Business Partnering
  • Talent Acquisition
  • Organisation Development
  • Health, Safety & Wellbeing
  • Inclusion & Diversity
  • Maintenance of HRIS and processing of payroll

Information and Digital Enablement

  • Manages a broad suite of digital applications and infrastructure
  • Protects the organisation’s systems against security threats and ensures accurate, safe and accessible data
  • Provides day-to-day support services, and drives long-term projects to improve digital capabilities and innovation
  • Manages records management
  • Provides Data and Insights for the organisation, incorporating data Centre of Excellence and data governance

Office of the CEO

  • Provides advice and operational support to the CEO
  • Supports implementation of our strategic direction
  • Liaises with the Minister’s office, the department and other government agencies
